The same issue occurs on Mario Party: Star Rush and Mario Kart 7, although in Mario Kart 7, if I press Start when his name is flashing, it goes to a loading menu and gets stuck (while my cousin's end still says No software found). The issue in hand can be seen in this video.
I have dumped System Archives, the "title" folder from my NAND, my config savegame, enabled DLP LLE via "View > Debugging > Toggle LLE Modules" (and so has my cousin). However, when I tried to use Download Play LLE it does not work: for me my cousin's username will keep flashing and then disappear while for him "No software found" will appear on the Download Play app. for Nintendo 3DS and Mario Party: The Top 100. I have been able to get Local Multiplayer to work for games like Super Smash Bros. To be able to connect to the same room in Citra, we use a VLAN software (Hamachi).
I am trying to play Mario Party: Island Tour with my cousin using Download Play LLE.
